Energy Program Development and Management

Statewide Partnerships

Newcomb Anderson McCormick is currently the Program Manager for both statewide Higher Education Energy Efficiency Partnership Programs funded under the auspices of the California Public Utilities Commission (CPUC). This work involves the CPUC, the four California Investor Owned Utilities (IOUs), all 33 campuses of both the University of California (UC) system and the California State University (CSU) systems, and all 72 California Community College Districts.

Newcomb Anderson McCormick provides both management and technical oversight to all phases of the programs and provides coordination of the work activities of multiple individuals and organizations. The firm also provides contract management, project and program reporting functions, scheduling and facilitation of project stakeholder meetings, and conducts public meetings and presentations. Newcomb Anderson McCormick filled this role with the statewide Partnerships in the 2004-2005 and 2006-2008 program cycles and continues to provide these services for the 2009-2012 program cycles.

Within the statewide higher education partnerships, capital investment in energy projects supervised by Newcomb Anderson McCormick has amounted to over $260 million, and enabled annual savings of more than 50,000,000 kWh and 1,000,000 therms.

PG&E Retrocommissionning

As Program Administrator for Pacific Gas & Electric's (PG&E) core retrocommissioning program, Newcomb Anderson McCormick has played an instrumental role in the design, development, and implementation of a complex retrocommissioning effort involving a wide range of facilities, including industrial, agricultural, and large commercial customers.

Our team works closely with PG&E staff in the Retrocommissioning Program Office function, assisting with program design and development of program processes, technical standards, policies and procedures, as well as performing the technical review of engineering deliverables.

California Solar Initiative Program Evaluation

As Program Evaluation Coordinator for the California Solar Initiative (CSI), Newcomb Anderson McCormick works in close collaboration with the CPUC to evaluate and improve the state's foremost solar incentive program.

Our staff supports the CPUC and Program Administrators (PG&E, Southern California Electric and the California Center for Sustainable Energy), providing evaluation of contractor oversight, coordination support and analyses of policy and recommendations.
